Status report timeline

We revamped the status report detail page in the dashboard.

The composer sits at the top of that timeline instead of in a separate form.

The sidebar keeps the report's properties, the affected components, and the subscriber count in view, with a direct link to the public status page.

Maintenances get the same treatment.
